Summary of Role

IntraHealth is seeking a Chief of Party (CoP) for its upcoming USAID Integrated Health Services project. The upcoming USAID project’s goals are to reduce the burden of malaria, strengthen the national health system so that it is prepared for effective prevention, detection, and response to public health threats under the Global Health Security Agenda (GHSA) program; Improve women’s, adolescents’, newborns’, and children’s health through increased access and utilization of family planning, maternal, neonatal, nutrition, adolescent and child health; and reinforce high-impact interventions including service delivery, social behavior change communication, commodities’ supply chain management, and strengthening of the community health system.

The COP will lead the strategic, technical and operational vision of the project and be accountable for the overall performance of the USAID project. S/he will serve as a key liaison with multiple stakeholders to establish and maintain productive relationships for project success.

This position is contingent upon award and approval by USAID.

Essential Functions

  • Provide strategic technical, and operational leadership assuring that the projects are in compliance with IntraHealth and USAID policies and procedures;
  • Provide fiscal leadership to the USAID project, assuring that it is in compliance with IntraHealth and USAID policies and procedures
  • Ensure the achievement of high-quality results by IntraHealth, its sub-contractors and sub grantees and that all deliverables are met on time and within budget through an effective and nimble performance management system and practices;
  • Build an integrated vision amongst related components of the project, and its diverse actors;
  • Serve as key liaison and work collaboratively with donors, the Ministries of Health at all levels, local Government authorities and other stakeholders and partners in implementation of the project
  • ensure the project is in alignment and integrated with, and sustained by the Government of Burkina Faso’s policies and strategies;
  • Establish and maintain effective support systems that will ensure smooth implementation and a safe and supported team
  • Identify obstacles and risks related to implementation in a timely manner and suggest appropriate adjustments to the home office and donors;
  • Directly supervise and oversee the work of project staff, including sub-contractors and sub-grantees;
  • Lead communication and reporting to Government of Burkina Faso entities such as the Ministries of Health.

Requirements

  • A Master’s degree or higher in public health, business administration, international development, economics, gender studies or similar field;
  • 15 years of demonstrated and progressively more senior experience in leading, implementing, managing and delivering results in health or economic development programs in low income countries, in particular serving vulnerable groups and including experience with Global Health Security;
  • 5 years prior experience as a COP, or equivalent for a USAID-funded project;
  • Demonstrated supervisory experience of multidisciplinary and multicultural technical, programmatic and operational teams;
  • Extensive experience building and maintaining effective partnerships and leveraging resources with national, regional, and development stakeholders and partners;
  • Strong written and oral communication skills in English (4S/4R minimum) and French (4S/4R minimum);
  • Demonstrated representational experience with government, donors, international agencies, private sector, and other key stakeholders;
  • Ability to travel in country and internationally for an estimated 30% time;

Preferred:

  • Experience working in the field of Health, in particular with integrated services including Family Planning, Maternal and Child Health, Malaria and Nutrition;
  • Experience working in Francophone West Africa, particularly in the Sahel.
